LJ Index 2015: All the Stars, State by State

States with Most, Fewest Stars

The 2015 Star Libraries are found in 41 states scattered across the country geographically. The top five states, ranked by their numbers of Star Libraries, are New York (39), Ohio (28), Illinois (19), Massachusetts (15), and Kansas (12). The top ten states are rounded out by a three-way tie for places six to eight shared by California, Iowa, and Texas (each with 11), Nebraska (9), and Maine (8). Like these top ten states, the remaining 30 Star Library states are spread across the nation and in every major geographical region.

There are no 2015 Star winners in the District of Columbia or ten states: Arkansas, Delaware, Georgia, Hawaii, Mississippi, Oklahoma, North Carolina, South Carolina, Tennessee, and Wyoming.

These states have no Star Libraries for a variety of reasons. Firstly, the number of libraries scored on the LJ Index is at an all-time high, while the number of Star Libraries is relatively constant. So, the competition for Star Library status is tougher than ever. Beyond that factor, there are others: the level at which public library service is organized (DC and Hawaii, for instance, each has a single system, while county and/or regional systems prevail in Georgia, South Carolina, and Wyoming), the relatively lower tax base of most libraries in some states (Mississippi and Oklahoma), and the relatively lower levels of adult educational attainment and therefore literacy in some states. In several of the Star-less states, particularly the Southern ones, more than one of these considerations likely apply.

    Somerset County Library should not be on this list. The director does not believe that librarians are necessary for libraries except at the administration level. He has made the librarians in the system re-apply for their own jobs. This is not a model library that should be emulated.

      I don’t think those listings are off in salary- especially considering it’s not even a full 40 hour work week. For the duties assigned, too, it’s not a bad gig. Sounds more like someone doesn’t like their friends having to justify their positions. Can’t blame them.

      Star Libraries rankings are calculated based on four statistical output measures collected by the IMLS. They are not evaluated on management philosophy or intended as model libraries in all respects. For more on how star libraries are calculated, see the FAQ at

    • Four stats and you award stars? That’s not very rigorous and it enforces the idea that the only way to measure a library is by looking at the numbers and not the outcomes of the interactions with the community.

    The salaries are low by NJ standards. Like other parts of northern NJ, it’s not cheap to live there either. If you take one of those jobs, you would need to work an additional part-time job or live very cheap. It’s not a model library and LibraryJournal should be ashamed for including it as one.

    The Georgia Gwinnett County Libraries should be on this list. Despite budget restraints, every library continues with the paramount rule that the patron comes first. And deliver they do with hundreds of children and teen programs, author signings and fantastic tech stations in every library.
