		<description><![CDATA[Consider that Constitution referred to in San Diego County is the Constitution of the State of California.  That Constitution protects library records as confidential and makes no exception for giving parents access to their children&#039;s library records.  If parents were allowed to restrict what items their children could borrow, this could be considered akin to telling parents what items their children borrow, which would be unconstitutional in California.
