SPARC Europe Hires Director

SPARC Europe (the Scholarly Publishing and Academic Resources Coalition), the
pan-European alliance of research libraries and institutions that promotes
competition in scholarly journal publishing, and LIBER, the principal
association of the major research libraries of Europe, announced last week that
it has named David Prosser as SPARC Europe’s first director. Prosser, currently
journals commissioning editor at Oxford University Press (OUP) in the UK, will
begin his tenure as SPARC Europe director in late October 2002. He brings to
SPARC Europe experience in all areas of journal management, including finance,
online and print production, and marketing.

As commissioning editor at OUP, he is responsible for the management of a
suite of molecular biology and life science journals. He has also held a range
of positions at Elsevier Science Ltd. SPARC Europe, which has 39 members from
ten countries and operates under the auspices of LIBER, will be based in Oxford,
U.K. SPARC officials say that SPARC Europe will collaborate with the head office
in Washington, DC, to develop “Europe-focused partnerships” and initiatives
under the direction of Prosser and a European managing board. LIBER, which has
formally agreed to act as the legal entity under which SPARC Europe will
operate, will further support SPARC Europe by providing expertise and necessary
contacts with LIBER’s member libraries.
